Legal entities providing tourism services at reservoirs and adjacent areas will pay land tax and property tax at half the standard rates until October 1, 2029. This is stipulated by presidential resolution No. PP-387 of October 27, 2026.

In addition to tax incentives, the document allows entrepreneurs to defer customs duty payments or pay them in installments for up to 120 days. This applies to the import of marine GPS equipment, rescue and protective gear, as well as modern sanitary-hygiene units.

At the same time, operators of tourism facilities are assigned duties regarding visitor safety. The premises must feature rescue boats, observation towers, depth markers, severe weather warning signs, video cameras, and artificial intelligence-based systems. An entrepreneur must either establish their own rescue service or contract professional lifeguards on duty. In operating small vessels and docking facilities, current safety standards must be observed.

The ecological part of the resolution requires equipping facilities with internal sewage systems and local wastewater treatment facilities. Discharging wastewater directly into water bodies is prohibited, existing restrictions in water protection zones and coastal areas must be observed, and domestic waste must be collected and disposed of in accordance with established rules.

What it means

The incentives are valid until October 1, 2029, and apply to legal entities organizing tourism services at reservoirs and adjacent territories. Land tax and property tax for them will be 50% of the standard rates, and customs payments for the specified equipment may be deferred or paid in installments for up to 120 days. Beneficiaries must comply with requirements regarding rescue services, site equipment, sewage, wastewater treatment facilities, and waste disposal.
