The Cabinet of Ministers has permitted traffic violation monitoring cameras installed by entrepreneurs to detect drivers not wearing seatbelts starting November 1, 2026, the Ministry of Justice said citing a resolution dated October 29.

The measure comes under Resolution No. 596, which amends government decision No. 232 of April 21, 2021. Under the document, privately owned systems will be able to detect violations of seatbelt requirements both while operating a vehicle and when transporting passengers.

Only operators whose equipment meets technical requirements will obtain this right. Photographs must be of high quality: the driver's face and whether the seatbelt is fastened must be clearly distinguishable. The system is required to automatically send the date, time, and precise coordinates of the violation, as well as the number and validity period of the metrological verification certificate, to the "Administrative Practice" module. In addition, the system must have a backup power supply designed for at least eight hours of operation during electricity outages.

Currently, private cameras record, among other infractions, speeding, running red lights, driving into oncoming traffic, and stopping and parking violations. As Gazeta.uz notes, automated enforcement tools have been recording unfastened seatbelts since October 2023, and since May 2022, drivers and front-seat passengers have been required to buckle up before starting to drive; however, a fine for passengers failing to wear a seatbelt has not yet been introduced into the legislation.

What it means

The new rules enter into force on November 1, 2026, and apply to drivers on road sections with cameras installed by businesses. In January 2026, the Ministry of Health approved a list of medical conditions exempting drivers from the requirement to wear seatbelts; since June, an exemption certificate can be uploaded via the my.gov.uz public services portal.
