In Tashkent, a new procedure for evacuation and work of penalty parking lots has been approved

The Cabinet of Ministers of Uzbekistan has approved a new procedure for the evacuation, placement, and storage of detained vehicles in Tashkent. This was reported by the Ministry of Justice.

Government Decree No. 508 was adopted on September 22. The experiment in the capital will last from October 1, 2026, to December 31, 2034. All stages will be recorded through the "Jarima maydonchasi" module of the Unified Automated Information System of the Road Safety Service of the Ministry of Internal Affairs.

After the decision of the state body to detain, a notification will be sent to the relevant agencies and the servicing company, which will send a tow truck or a crane-manipulator. If the violation provides for disqualification from driving, the car can only be transported by special transport. The car can be evacuated without the participation of the driver. At the same time, if the driver appears before the start of loading and eliminates the violation, the car will not be taken away; if loading has already begun, the evacuation will continue. Before transfer, the authorized body is responsible for the car, and after placement on the parking lot, the servicing organization is responsible.

Permission for return is issued by the authorized official of the agency considering the administrative case through an electronic system with a QR code within one working day and is duplicated to the driver via SMS. The issuance of transport without such an electronic document is prohibited. Before receiving the car, the owner must pay for evacuation and storage. The storage period will be calculated in full days from the moment the car is loaded onto the tow truck.

The penalty parking lots will be required to accept and issue cars around the clock without weekends. Owners will have the opportunity to track their car on the parking lot through the system in real-time. Cars that remain on the site for more than six months will be included in the register of unclaimed vehicles. The operators of the penalty parking lots will be selected by an interdepartmental commission through open competitions.
