President Shavkat Mirziyoyev announced on October 22 at a meeting on the socio-economic development of Kashkadarya region the reconstruction of a 100-kilometer section of the A-380 highway worth 350 million dollars, as well as water supply projects in the region.

The road is planned to be reconstructed with the participation of the Asian Development Bank (ADB). The Karshi bypass will be extended by 5.5 km and connected to the highway. Responsible agencies have been instructed to prepare a feasibility study by the end of 2026 and to begin construction in January 2027. Two overpasses with a total value of 250 billion soums will be built at the level crossings of the "Karshi — Pomuk" and "Guzar — Beyneu" roads, where traffic jams occur when trains pass.

As Gazeta.uz discovered from ADB documents, the project refers to the Guzar — Mubarek section: the bank envisages modernizing approximately 105.4 km, including 5.4 km of the Karshi bypass, transforming the road into a four-lane highway with a cement-concrete pavement. On the bank's website, the project is currently listed as proposed for financing, with a preliminary loan amount of 359.4 million dollars; there is no approval decision recorded in the project sheet.

Regarding water supply, using 1 trillion soums allocated in 2026, officials were instructed to complete 747 km of water supply and sewerage networks and 43 facilities within two months, which should provide clean water to 200 thousand residents. 100 billion soums have been allocated to launch the water pipeline from the Hisorak reservoir, and an additional 210 million dollars has been ordered to be attracted; the project is designed for 350 thousand people. The feasibility study for the reconstruction of the "Talimarjan — Mubarek" system for 700 thousand residents of five districts must be ready by April 1, 2027, with plans to attract 150 million dollars for the project.
