President Shavkat Mirziyoyev reviewed proposals during a presentation on November 4 to expand the use of drones in the economy and establish procedures for their regulation, the head of state's press service reported.

Among the proposals is a unified digital information system containing data on unmanned aerial vehicles, clear determination of flight zones, and the introduction of procedures for their use. Discussions also addressed the improvement of unified rules for drone operation, registration, flight coordination, insurance, and damage compensation. The new regulatory mechanisms, as noted during the presentation, are intended to guarantee flight safety and the privacy of citizens.

In agriculture, drones are proposed for monitoring crops, treating them, and assessing yields; in industry, for monitoring production and infrastructure; and in cities, for tracking traffic flows. The global drone market, according to cited estimates, is growing by 10–15% annually.

Transport University is scheduled to begin training specialists in unmanned aerial systems starting in the new academic year (according to Spot.uz, from the 2027–2028 academic year) and link education with practical experience. Taking international experience into account, the president tasked officials with preparing proposals to amend legislation in order to expand the use of drones in the economy, develop domestic drone production, and create opportunities for entrepreneurs.

As Gazeta.uz notes, the timeline for rule changes, the list of flight zones, and conditions for private individuals have not yet been specified. According to the outlet, restrictions on the import, sale, and use of drones have been in place since 2015, and in March 2024, the criminal penalty for a first-time offense was replaced with a fine of 10–20 BCV alongside the confiscation of the device.
