The document adopted following the 5th Samarkand Human Rights Forum has been granted the status of an official document of the 81st session of the UN General Assembly under the symbol A/81/444, the press service of the National Centre of the Republic of Uzbekistan for Human Rights reported.

The forum took place in Uzbekistan on September 28–29, 2026. The full title of the document is "Samarkand Vision 2040: Global Cooperation for Human Dignity, Equality, and Sustainable Development." It has been published in all six official languages of the UN. It contains a preamble, six sections, and 24 paragraphs, with a roadmap for implementation attached as an annex.

The text outlines six guiding principles and calls to action across nine priority areas. Among them are the right to development and social justice, artificial intelligence and the digital environment, environmental protection and climate change, as well as the prevention of statelessness. The document calls for striving toward a significant reduction in statelessness cases by 2040, as well as paying special attention to the consequences of the Aral Sea crisis—both ecological and social. It also welcomes the decision on Uzbekistan's chairmanship of the Non-Aligned Movement in 2027–2029 and the decision to host the 16th UN Congress on Crime Prevention and Criminal Justice in the country in 2031. In addition, the forum participants proposed turning it into a permanent platform for dialogue at the international level and establishing the Samarkand Digital Cooperation Platform for the implementation of international covenants.

The eight-measure roadmap is indicative and voluntary in nature. Under it, a system of indicators for the priority areas is to be developed in 2027, alongside consultations on the concept of the digital platform. In 2027–2030, the document's provisions are planned to be reflected in national strategies and action programmes, with the first voluntary progress review scheduled for 2028, a jubilee review for 2036, and a final review for 2040. The National Centre of the Republic of Uzbekistan for Human Rights has been designated as the implementing agency for several measures.
