The Investigation Department under the Tashkent Main Department of Internal Affairs has initiated a criminal case on fraud and abuse of power following complaints from clients of the developer Imarat Development, the press service of the capital's Main Department of Internal Affairs reported.

According to the department, a group of citizens approached law enforcement agencies, stating their distrust of the company's activities and requesting that action be taken against its management. The developer's office is located on Buyuk Avlod Street in the capital's Sergeli district, while the multi-storey residential buildings the company intended to build are located in the Kuyichirchik district of Tashkent region. Some of the clients, dissatisfied with this, demanded the termination of their contracts and a refund of the money paid for the apartments, but, as stated in the Main Department of Internal Affairs report, their funds were not returned.

The case was initiated under Articles 168 ("Fraud") and 192-11 ("Abuse of power by officials of a non-state commercial or other non-state organization") of the Criminal Code. The Main Department of Internal Affairs noted that the progress of the investigation is overseen by the head of the capital's department and the prosecutor's office. The number of applicants, the amount of alleged damages, and the names of the residential complexes were not specified in the statement; nor was it clarified whether anyone has been formally suspected or charged.

As Gazeta.uz reports citing Kun.uz, buyers of apartments in projects under the Imarat Development brand complained about delays: housing in several complexes, which had been promised for handover as early as 2025, has still not been delivered, and a conflict has arisen between the company's founders. A person who introduced himself as the company's director pledged to commission 16 of the 61 blocks of the Sergeli City residential complex by January 2027; there is no confirmation of this yet.

In July 2025, the Construction Supervision Inspectorate discovered that work on five blocks of Sergeli City in Kuyichirchik district was being carried out without the required state registration, and temporarily suspended their construction.
