The Tashkent regional branch of the State Environmental Expertise Center approved the second stage of the environmental impact assessment of the Sea Breeze Uzbekistan all-season resort project on the eastern coast of the Charvak reservoir.

A positive conclusion was issued on September 10, 2026, with a validity period until September 10, 2029. The press service of the National Committee for Ecology and Climate Change reported that the environmental assessment is being carried out in stages: after the first and second stages, a final stage - the preparation of a statement on environmental consequences - is planned before the facility is put into operation. The agency noted that during the visits of the Public Council, no violations of the established requirements were found at the construction site.

The first stage of the resort center will cover 180 hectares below the 4R10 highway between Boladala and the Kalashsay valley. 24.1 hectares (13.4% of the first stage area) have been allocated for development, and landscaping will account for 60.6% of the area (79.2 hectares of decorative plantings, natural zones, and nut and fruit forests). The 100-meter wide and 4.8 km long water protection zone of the Charvak reservoir will remain free from development, while four buildings located in it on two dacha plots are subject to demolition.

The expert opinion contains a set of mandatory conditions. The developer is required to preserve or replant valuable plantings, including walnut, Sivers apple, and Zarafshan archa, or plant ten trees in place of one removed. For drainage, it is planned to extend the Bokachul canal collector to the eastern coast through the Charvak water area (1420 meters) with the direction of drainage to the Chirchik treatment facilities - this transition will require a separate state environmental expertise.

What it means

The conclusion is valid until September 10, 2029; the developer is prohibited from building buildings in the 100-meter coastal strip, is required to direct drainage to the Chirchik treatment facilities and pass a separate environmental expertise for the construction of a canal transition through Charvak.
