Uzbekistan to entrust private agencies with work abroad from 2027

For each person placed in a high-paying job, agencies are expected to be paid 1.5 million soums. To train citizens in professions and languages, they plan to rent out part of the premises of technical schools for free. It is also proposed to introduce a social tax rate of 1% for invited foreign teachers and experts, and to exempt the necessary equipment for classes from customs duties.

The work of agencies is planned to be evaluated based on a rating. The main criteria will be real employment, protection of citizens' rights, high earnings, and guaranteed social protection. The President instructed to submit a draft resolution on further reforming the industry within a month; the activity of agencies is proposed to be considered a social service and simplify taxation for it.

According to Mirziyoyev, over the past two years, after simplifying the licensing of private agencies, their number has tripled, and the number of citizens who have found work abroad through them has increased fivefold. At the same time, he acknowledged that there were mistakes, corruption, and deception of people in this sphere, and recalled that a separate law was previously adopted to solve these problems. As Gazeta.uz notes, it is not yet clear how the powers will be divided between private agencies and the state Migration Agency.

In October, the Migration Agency published an assessment of private agencies for the third quarter of 2026: out of 47 organizations, 40 received an unsatisfactory assessment, four received a satisfactory assessment, and three received a good assessment.
