In New Tashkent, the procedure for allocating land will be revised and infrastructure payments will be reduced for service and social sphere facilities. This was stated by President Shavkat Mirziyoyev on October 12.

According to the announced decisions, the base rates of fees will be reduced by 3 times for shopping, service and business centers, by 5 times for hotels and tourism facilities, and by 10 times for cultural and entertainment establishments. For non-state kindergartens, schools and hospitals, the payment will be fixed at 1%. The new parameters will affect, among other things, projects whose construction has already started.

To attract large investments, land plots will begin to be provided through the mechanism of open initiatives and the principle of Swiss Challenge. According to this scheme, the investor's application is published openly, and if no alternative proposals with more favorable conditions are received, the plot is transferred to the applicant. According to the announced data, out of 54 implemented lots, only three are planned to have facilities worth over $100 million.

In addition, for unique objects from leading world architects, accelerated procedures for approval, design, construction and commissioning will be established. The President also ordered the practice of repeated requests for the same information when issuing permits to be stopped.

What it means

The reduction in infrastructure payments will affect both new construction projects and facilities whose construction has already begun. Land plots for large-scale commercial initiatives will begin to be distributed through an open competition of proposals.
