Road Safety Department explains requirements for moped and scooter drivers

The Road Safety Department of the Ministry of Internal Affairs explained the need for driver's licenses to manage scooters and mopeds, linking the measures to the growth of accident rates.

According to the press secretary of the Ministry of Internal Affairs, Zoir Yuldashev, over the nine months of 2026, 563 road accidents involving scooters and mopeds were recorded. As a result, 89 people died and 488 were injured.

The number of registered traffic rule violations by drivers of such vehicles has reached 4,312 since the beginning of the year, while in the whole of 2025, there were around 300. In addition, in 162 cases, drivers were under the influence of alcohol and did not have their documents with them.

The Road Safety Department reminded that for low-power motor vehicles with a speed of up to 25 km/h, an engine capacity of up to 25 cubic centimeters, or a power of up to 0.25 kW, state registration plates are not required, but a category A1 driver's license is mandatory. To obtain it, compulsory training in a driving school is not required, and drivers with categories A, B, C, or D are exempt from the need to open this subcategory.

What it means

To manage low-power motor vehicles, a category A1 driver's license is sufficient, which can be obtained without training in a driving school (you need to answer 16 out of 20 questions correctly), and with categories A, B, C, or D, it is not required to open this subcategory.
