Duty-free import into Uzbekistan in 2026: limits for citizens and what will change in 2027
A citizen may bring goods for personal use into Uzbekistan duty-free within the allowance. The allowances depend on how you enter. They were established by Cabinet of Ministers Resolution No. 244: value limits apply from 1 May 2025, quantity limits and other rules from 20 July 2025.
Value limits
| Mode of entry | Duty-free |
|---|---|
| By plane | up to $1,000 |
| By train or river transport | up to $500 |
| By car or on foot through a border checkpoint | up to $300 |
| International courier delivery | up to $200 per month |
| International postal items | up to $100 |
The allowance is set per person. For courier delivery, it is calculated per calendar month. For postal items, the resolution does not state a period.
When the allowance does not apply
The duty-free allowance does not apply, and the payment is charged on the total value of the goods, if:
- you spent less than two calendar days abroad and are returning by train, river transport, or via a road border checkpoint;
- you spent less than three calendar days abroad and are returning by plane;
- you have been abroad three times or more in a calendar month.
Quantity limits
Even within the value allowance, restrictions apply to certain goods:
- alcohol, including beer: up to 2 litres;
- tobacco, one of: 200 cigarettes, 5 cigars or 100 grams of tobacco;
- perfume and eau de toilette: up to 3 items, no more than 300 ml;
- dietary supplements: up to 10 different products in their primary packaging, no more than one package of each product and no more than 3 kg in total.
The allowance for dietary supplements has applied in this wording since 9 April 2026. Before that, it was calculated separately for liquid supplements, powders, tablets, and capsules.
Alcohol and tobacco may not be imported by anyone under 21. Receiving them in international postal and courier shipments is also prohibited.
What happens if you exceed the allowance
A single customs payment is charged on the excess amount. Currently, it is 30% of the customs value, but no less than $3 per kilogram. From 1 January 2027, the rate is reduced to 20% and no less than $2 per kilogram: this is set out in paragraph 8 of presidential decree No. UP-174 of 27 August 2026.
For alcohol and tobacco in excess of the allowance, the payment is charged at double the rate; for perfume and dietary supplements, at the standard rate.
Example: you spent a week abroad and flew back with a phone costing $1,300. The allowance for an air passenger is $1,000, so the excess is $300. The payment today is $90; from 2027, it will be $60.
What else to keep in mind
- The allowances apply to goods for personal use. Customs may deem a consignment of identical items commercial, and general import rules will then apply.
- From 1 June 2027, customs fees are not charged to citizens if the single customs payment for their goods turns out to be less than these fees.
- You may take goods valued at up to $5,000 out of the country without a declaration, except for those subject to export duties.
- Quantity limits change: in April 2026, the allowance for dietary supplements was revised. According to Gazeta.uz, the Customs Committee was to prepare a draft raising the other allowances as well. If the document is released, we will update the lists.
