Residents of apartment buildings in Uzbekistan are prohibited from unauthorized disconnection from centralized heating and installing individual gas boilers, Deputy Minister of Construction and Housing and Communal Services Ozoda Jurayeva stated at a press conference on October 14.

The issue of switching to autonomous heating was raised against the backdrop of an initiative by the Ministry of Construction and Housing and Communal Services to increase tariffs for heat supply and hot water for the population by an average of 30% starting November 1, 2026. In Tashkent, for Veolia Energy Tashkent subscribers, it has been proposed to raise the daily tariff per square meter of heated area from 241.44 to 314 soums including VAT. Journalists noted that for an apartment with a heated area of 60 sq. m, expenses could amount to around 565 thousand soums per month, which exceeds the costs of individual boiler owners.

The Deputy Minister cited paragraph 88 of Cabinet of Ministers Resolution No. 194 dated July 5, 2014. The document explicitly prohibits consumers from arbitrarily dismantling heating devices, altering in-house networks, and installing additional equipment in violation of requirements.

According to Jurayeva, interfering with the system disrupts the heat supply of neighbors. Inspections show that residents often illegally connect heated floors to common pipes or move radiators onto balconies. She also recalled that the country is phasing out individual boilers in new buildings: back in October 2025, it was reported that technical specifications for gas for heating new homes were no longer being issued.

What it means

Government Resolution No. 194 of 2014 prohibits dismantling radiators and tapping into the shared heating network. The draft by the Ministry of Construction and Housing and Communal Services proposes a 30% increase in heating tariffs from November 1, 2026, across all regions, and an inflation indexing of up to 10% per year starting from 2028.
