In Uzbekistan, a draft pension reform project has been put up for discussion

According to the draft decree "On measures to ensure the well-being of the population and reform the pension provision system", from January 1, 2028, it is proposed to annually increase the generally established retirement age by three months. By 2039, the threshold should be 63 years for men and 58 years for women, instead of the current 60 and 55 years. At the same time, a ban is envisaged on dismissal or refusal to employ due to reaching pre-retirement age, and the unemployed will retain the right to retire two years before the deadline.

The project also provides for an increase in the minimum work experience from the current 7 to 15 years by 2034, due to an annual increase of one year starting from 2027. The head of the department of the Pension Fund, Abror Holmatov, explained to Kun.uz that if in 2010 about 6% of pensions were appointed with a minimum work experience, now this figure reaches almost 60%. Citizens can form work experience through registration as self-employed and payment of social tax.

The calculation period of earnings for the appointment of payments is planned to be gradually increased from 5 to 20 years, starting from 2027, excluding 10% of the time with the lowest income. From 2027, it is also planned to co-finance voluntary pension savings of citizens with a salary below 15 basic calculation units of pension (BCUP), and from 2030, it is proposed to allow spending the funds of accumulative accounts on treatment of severe diseases and the first installment of a mortgage.
