Following a presentation to President Shavkat Mirziyoyev on November 4, a presidential decree was signed introducing a new model for assessing the crime situation, Gazeta.uz and Nuz.uz report.

The model plans to introduce a "criminological stability index" for the first time. In addition to crime statistics, it will take into account how safe residents feel and the level of latent crime—that is, crime not recorded in official reports. To achieve this, information resources of state agencies are planned to be consolidated into a single criminological data platform, mapping crime patterns and applying artificial intelligence to analyze and forecast risks.

Currently, the situation is assessed primarily by the number of registered crimes, and the systems of various agencies are not fully integrated. It is proposed to monitor the situation in regions and mahallas continuously, tailor prevention measures to the identified risks, and evaluate the work of agencies based on results.

The presentation also discussed a new revision of the 2014 Law "On Crime Prevention," which has undergone more than 20 amendments. Prevention is currently handled by 14 agencies, with a proposal to add seven more; the president instructed officials to justify this, delineate their powers, and refine the draft law. In particular, it provides for the protection of victims and witnesses, incentives for citizens assisting in the fight against crime, and mandatory prevention orders.

According to official data, 263,000 recognition-enabled cameras, 70,000 intercoms, and 22,000 panic buttons are operating across the country. Out of 809 mahallas with a difficult crime situation, 701 have moved out of this category.

What it means

The index will take into account not only crime statistics, but also how safe residents feel. The new revision of the law on crime prevention remains a draft law for now: the president has instructed officials to refine it.
