Senate considered results of fight against corruption in construction

The Senate of the Oliy Majlis of Uzbekistan at its 20th plenary session summed up the results of a parliamentary inquiry into anti-corruption efforts in the construction sector. According to UzDaily, a functional assessment within the structure of the Ministry of Construction and Housing and Communal Services identified 95 areas with low corruption risk, 10 with medium and one with high risk. During architectural supervision, about 1.65 thousand violations of the law and 1.1 thousand self-built facilities were recorded. In 624 cases, administrative penalties were imposed, and the total amount of fines imposed reached 68.6 billion soums.

Control was also strengthened with the help of digital services. The "Shaffof kurilish" system was linked to the "Notarius", "E-ma'muriy ish", "Adolat" and "UzKad" platforms, introducing an automatic search for illegal construction. The mechanism of remote audit of public procurement prevented violations in the purchase of 3 billion soums, and materials on the facts of violations for 869.5 million soums were sent to law enforcement agencies. In addition, the department updated 105 documents: 76 norms lost their mandatory status and were transferred to the category of recommendations.

Following the meeting, the Senate adopted a resolution instructing the ministry to systematically assess risks, carefully verify declarations of conflict of interest, ensure transparency of purchases and eliminate systemic prerequisites for violations.
