In Uzbekistan, imprisonment introduced for construction of multi-apartment buildings without permission

In Uzbekistan, amendments have been made to the law "On Licensing, Permitting and Notification Procedures" and the Criminal Code. For the start of construction and installation works, permission from the territorial inspection for construction and housing and communal services control is now mandatory. Administrative fines have been established for the construction of multi-apartment buildings without this document: 400 BRV (176 million soum) for citizens and 450 BRV (198 million soum) for officials.

If a similar violation is committed repeatedly after the application of an administrative penalty, the perpetrator faces from 3 to 5 years of imprisonment. In cases where the violation of urban planning legislation resulted in the death of a person or other serious consequences, the punishment term will be from 5 to 7 years of imprisonment.

The document also consolidates the status of the master plan as a separate type of urban planning documentation and expands the powers of the inspection in the field of seismic safety. In particular, the agency will monitor compliance with seismic resistance requirements and participate in the formation of electronic technical passports for objects in seismically active zones and multi-story residential buildings.
