Greenhouse farms in Tashkent region may be allowed to use coal for heating if they install modern boilers and emission purification filters.

The issue is being discussed against the backdrop of complaints from residents of the capital, including the Yunusabad district, about air pollution and unpleasant odors during the cold season and atmospheric inversion. Representatives of greenhouses proposed using natural and liquefied gas, electricity, solar and geothermal energy, or secondary heat from thermal power plants as a priority. If these cannot be used, entrepreneurs are asking to be allowed to use coal with certified boilers, filtration systems, and video surveillance that transmits data to the National Center for Environmental Monitoring.

A working group with the participation of the National Committee for Ecology, the Ministry of Agriculture, and the Ministry of Energy tested an experimental sample of a heating system based on Chinese technology. Emission measurements taken on September 30 and October 8 showed non-compliance with safety standards for public health. The parties agreed that the filter would be improved, after which specialists would take repeat measurements. The National Committee also prepared a draft document with emission standards for such equipment.

For farms that are ready to introduce environmentally friendly technologies, subsidies and tax benefits are provided. At the same time, for objects without safe heating systems, the ban on work in the region remains in place. Environmental monitoring of greenhouses is jointly carried out by the National Committee for Ecology, the Prosecutor General's Office, the Ministry of Internal Affairs, and the National Guard, taking into account the moratorium on business inspections.

What it means

For farms without environmentally safe heating systems, the ban on activity in the Tashkent region remains in place, while those transitioning to safe technologies will be offered subsidies and tax benefits.
